I have been to the engine manufacturing and assembly plant a couple of times on business. There is no boutique i know of, but if you have a minimum of 10 people they will take you on the official factory.

The last time i went there was about 3 years ago, i assume they still do the tour now but there has been quite a few changes in the last year or 2.

Massively unlikely. I've lived in Tokyo for 10 years, and aside from knowing they are in Chiba, I have no idea where they are and couldn't advise anyone on how to get there.

As people have said above, plan well ahead and make sure you have good directions. Train system is the best in the world and pretty easy to use, so provided you've planned your route and know where your going, you should be OK. However, just checked address on their Japanese site and it is about 3 miles from the nearest station so you'd need to get the bus (or a taxi) as well.
