Default Emissions Failure WRX

Hey guys bad news for my 1995 wrx import.....It has failed on the emission test with readings of CO - 1.05%, HC - 398 ppm on 2nd fast idle test !!!

Just to note the engine was rebuilt 12,000 m ago and ive no issues there. I have done the usual things like new air filter and so on but its not really had much effect on the 2nd readings. I have however got a tickover issue, of fluctuating alot. I borrowed an Airflow meter from a garage to try and this has made some differance. Is this the way to go or any other suggestions please. I have found a site called airflowmeters.co.uk if i need a new one.

have you got a decat fitted? i wouldn't use a spurious air flow meter as it probably wouldn't last long.

Month of first use in 1995? If July or before it neednt pass a cat test: most MOT testers are ignorant of this - get them to call the helpline if need be.

sorry to hijack this thread, but just to clarify if your car is registerd before july 1995, it can be tested pre cat? Mine has cats, but is actually a 1994 wrx, i had mentioned this to the mot tester at work, and he said if it had cats it had to be tested with cats.. Am i right in thinking this would be right on uk cars but not imports??
Mine has failed 3 times on emissions now

I dont no the month of registration, it was only registerd in the uk in 2000. I have a sports cat fitted to the down pipe, which i had fitted last year for the mot at the same garage.
