have you tried cleaning the soleniod out with brake cleaner, disconnect all the pipes off it then plug in the 2 green plugs under the dash turn on the ignition but dont start it then stray the brake cleaner in side the soleniod plus take off your boost pipes an clean them out 2 see if that sorts it

Manually reset the ECU and see if there are any error codes coming up via the engine check light whilst you are attempting reset.
If there are no your errors showing the probelm could be with one of the vacuum pipes coming to and from the turbo and boost control solenoid. If any of those pipes are cracked and leaking you could get boost oscillation.
Failing MAP sensor might cause boost oscillation as well.
Failing boost control solenoid covered now as you've had that replaced.
Wastegate actuator might have a problem, difficult to say without being there to try and diagnose. The ECU on part throttle is obviously struggling to keep steady boost.
An intercooler leak or possibly aftermarket BOV with a weak spring could cause boost oscillation too.
Getting the car onto some rollers to identify and isolate the problem may well be prudent at this stage.
