I don't think the price is that far out to be honest, just as long as it's in nice condition and has some bills with it etc.
You could maybe knock £500 off it and remember to budget in for a new mid level spoiler.

You'd also be looking at close to £500 to replace the discs and pads on those Alcon front brakes too.

Also, it's not a V1 STI RA. As it's a 1996 (N) car then it will be a V2. It's worth low to mid 2's all day long buddy. Would also be a result if the mileage is slightly lower, it may show 95K on the clock but could possibly be lower. Hopefully it will have it's old MOT's to show what miles it had when imported.
For instance, my car shows 81K on the clock but had 35K on it before it was converted to miles, so the first 35K were in KM.
The dealer of the RA probably knows this so 95K may well be the actual miles but you never know.
