Default heat shield problem

After alot of problems with the scooby i think i am down to the final issue, i get a annoying rattle and tinny noise when in the low revs in high gear. i have been told its a heat sheild but its the heat shield under the turbo so will be a huge pain to sort,

The garage said he rang subaru who stated all the heat sheilds come together and cost between £200-£300. no idea if this is true.

He states its the heat shield just under the turbo on the down pipe on the drivers side.

this is the same garage who has only just put my engine back in due to new clutch and head gasket, i am guessing he put the heat shield back on wrong but he wont accept the blame. he states the turbo has to come off to get it sorted and is a big job.

does anyone know if you can buy this on its own and not as a set? also has anyone had this problem aswell?

the arrows are on the metal rod he used to show me where the heat shield is and he hit it to show me the noise.
