Boost issues

I got my my 99 mapped yesterday on the rollers but for some reason I wouldn't boost more than half a bar no matter what he tried electronically through mapping it wouldn't do it. just to prove it would boost he put a bleed valve in the system and surly enough it did 320bhp at 17psi with the mods it's got I was happy with the result. After pullin it off the rollers there is a def improvement no turbo lag and accelerates alot better which was what I wanted.
He has told me the boost solenoid was faultly and for me to replace it and it will boost to the 17 psi it's now mapped for but I have done this to no avail it will not boost more than 0.6 bar I've also changed the maf sensor and all the vac piping but I can't get that 17 psi.
Someone plz help me or shall I put a manual in car bleed valve in and run it like that???

No there never has been on on the turbo there's a pipe from the actuator to a t piece off the t piece one goes to the turbo the other to the solenoid

There does need to be a restricter pill in there. Google it to show which pipe it should be in. If you go into halfords and by a mig welding tip for 0.8mm mig wire. Stick that in the pipework at the right location. You now have a restrictor fitted. Give that a try

it was the restrictor pal managed to get hold of a 1mm mig tip, i remembered that it had replaced all the pipe work when i bought the car cause it had all gone solid i didnt know anything about the restictor so many thanks , can the fuel cut off be mapped out or do i need something to overide i before a get my map tweaked

probably needs a map tweak, Id first get hold of a smaller mig tip i.e.0.8 as is suprising how much difference that small amount makes
