Can anyone give me the correct answer please.
Can you tow a subaru on a tow rope with all 4 wheels on the road and if so over what distance.

Yes.
I should think the distance is of no relevance at all ... I assume it will be in neutral without the engine running?
The issues come if only 2 wheels are turning.

ropes are now illegal except for emergency recovery out of a dangerous location! to stay legal you must use a rigid pole!

and some are only rated to a maximum of 30mph
