Handaling and lowering

Handaling and lowering
Right, i am starting to get annoyed with my car, its standard shocks and springs and my car is being outhandled by a citeron saxo. Before you say anything its not my driving..... I have a 94 subaru impreza wrx import.
I am finding i get alot of understeer in the wet, in the dry i dont suffer from understeer so much but a bag full of over steer on corner exit, it feels like the back end is not on the car it just keeps going once i have strightened out. I seem to be going sideways more then forwards, and no im not drivng like a nutter.
Right to the point of my thread, i have 2 choices, lowring springs or tien suspension with adjustable coilovers.
My question is will the car handle much better with the springs?
Will it handle alot better then the springs with the tein setup.
Should this sort out my lack of handling?
Obv i would rather the full suspension but as you know its a great deal more expensive and running a scoob at 18 is not easy.
Or is there something else i should be looking at like strut braces etc?
Thanks for looking, look forward to your replies.

Understeer will be improved by reducing roll and allowing the tyres to retain better alignment with the road surface. A stiffer rear ARB usually cures understeer, but can induce oversteer if the geo isn't set up to suit. Strut braces can have a minimal effect, especially on classics. Their effect is more pronounced once the rest of the set-up starts getting stiffer. If you go for coilovers then brace up too, but I'd start with a rear ARB and solid droplinks and get someone whom knows their stuff to do the geometry. See how it feels after that and decide whether to proceed further.

IMHO:
I agree with corrardo.
A great road system is a good set of Sti units + a Whiteline rear bar/ALK and a very good alignment job, ie Curtis or Andy at Power Station

I fitted some H&R springs to my '99 and it has improved IMO. I think it really depends what you want from the car handling wise, a small saxo vtr lowered 50000mm will go round roundabouts around town with ease, however if you wanted the car for track handling, a different setup would be required.
Decent roll bar will also help to reduce body roll as will front and rear strut braces (not the cheap thin show ones).

The powerstation stage 2 is a great, reasonably priced option. When I had mine fitted it felt like I'd had a power upgrade, such was the improvement in putting the power down out of the bends. Having said that, I had just the alignment done at powerstation a months earlier and that made a big difference too, given how important just getting the geometry right is, it's shocking how poor factory set ups can be.
