Default Difference in shock travel when jacking car

I was putting a new set of wheels on my car, I jacked up the front drivers side with a trolley jack and did that one then when I did the passenger side the wheel seemed to take much longer to get off the ground. The jack was about at full extension before the wheel finally lifted off the ground. The car seems to drive okay and looks like it sits level when down. It did pull to the left a bit before but this seems to have almost disappeared by changing the wheels.

Is this a sign of a shock needing replaced?
