Default Front hub bolts

Whilst changing the old Sti shocks (53 plate) for new coil overs, I noticed that the top bolt on the back of the front hubs is concentric, this was after the job was finished, at what point on turning the bolt will I get the correct camber setting, or do I have to get this set up done by a garage, which does four wheel alignment.

The alignment process will use the eccentric bolts. Just bolt them up bloody tight before you take the car to be aligned, and the technician will do the rest.
