hesitation boost problems

hi all, im getting hesitation under heavy acceleration when the car is cold and up to running temp, and the car does not seem to be boosting right, i have got to get it up to around 4000rpm to get 10psi from it i have checked the forums on here and the info is a bit vague, i have cleaned the boost lines and induction cone and checked the maf and all are ok, so im a little confused as some of the threads i have read are all saying different things could be wrong, so if anybody knows of a good garage in prestatyn/rhyl area that could sort the problem for me this would be great, i live in prestatyn and have a my99 uk impreza turbo 2000, i have the old stables garage near me but a couple of people on this site have advised other people to keep away from him
but hes the only scooby guy round here i know of,
