By this do you mean the rubber strip that attaches to the underside of the scoop and surrounds the intercooler?

Just checke dunder the bonnet.
The only thing below the scoop on the WRX is the rubber strip. It's about 3cm deep and is there to make sure all the air from the scoop goes through the IC. It's attached with about 10 poppers.
Maybe you mean the splitter that you get under the STI7 scoop? A metal frame that splits the airflow over the front and back of the IC. This wasn't OE on the WRX.
