Rugman - dont know if you'll find an STI in decent condition for that money.
My WRX - spec below - would rival many of the older STIs in terms of handling and power delivery - better exhaust, headers/breathing mods, programmable ECU, brakes and a hybrid roller bearing turbo.
Dyno sheets from old engine and previous turbo to prove - 285 bhp on Super unleaded....
Now with new engine - forged pistons/rods/ upgraded turbo....

Has been a fantastic car for me for the last 3.5 years but its now time to go. I just spend too much money...!
Would be a good base on which to build for more power. Add a FMIC and the engine and turbo with the breathing mods will be good for over 300bhp.
Looking for about £6.5k as is.
Would consider selling exhaust, headers, ECU seperately maybe...
