Going back to the 1+2 combination seen by loonytoon, I wonder if they were doing ANPR intercepts? I saw something very similar on the M6 just south of Penrith a week ago, except Cumbria were doing it with "ordinary" marked cars.

About a mile south of Penrith there was a white van parked on the edge of a bridge, almost out of sight, with wires running to three cameras on tripods on the bridge. Then there was a gap of a mile or two to the first car, then another mile or two until the pair of cars.

Guess it makes sense to have the fast car in the rear, that can catch up with the other 2 cars and block the motorway to slow the "target" down if they don't respond to the blue lights.

Makes a change for the Cumbria lot I suppose, I often seem to see a marked car sat on the slip road of J41 southbound, ie one stop north of Penrith. Now that is on speeding duty....
