Default MOT failure

Hi
I took my impreza for an mot today and it failed on the front tyres having splits in them. I questioned this and the mot man showed me some small cracks/splits. I said I’d never known a car fail for this before. They then quoted that the tyres had cuts in excess of the requirements deep enough to reach the cords. Has anyone else heard this for splits so small?

Also beginning to perish within the tread. You will enjoy your car so much more with quality new rubber. Also, if he had passed you , for all he knows you could be driving on those in a years time. He might even have saved someone's life.

I know they were close to the limit and I would’ve changed them soon. From reading the gov.uk page i thought it should’ve just been an advisory..

Are you sure that there isn't a tear or cut on the inside wall ? That's the actual failure in the pic? He possibly erred on the side of caution.
