Any decent body shop can do it - best is to heat the paint first to ensure it doesn't crack

how do i roll the wheel arches to stop tyre rub under heavy load?

Not always needed, if you've got a uk car, you can just take the rubber trim of off the rear arch, if you've got a jap, get narrower tyres!!!!
