Ive seen a couple of times where people have bought a set of wheels (any colour) and then had them resprayed them in a different colour or had them finished in this Black powder finishe thus showing a black wheel.
Anyone know anything about it or how much it costs??

Soundslike powder coating. They hang the wheel on a rack stick a wire on it that puts some kind of electric charge on it. Then spray a fine, dry plastic powder at the wheel from a air powered gun. The electric charge means the powder sticks evenly to the whole wheel then they bake it and the powder melts and drys to form a thin all over plastic coat on the wheel, comes in a range of colours and finishes.
I had some wheels done on another car and it was great, good finish, easy to clean and long lasting. You need to beadblast the wheel first to get old paint off. Cost me a tenner a wheel all in I think but that was a mate doing it lunchtimes. Look in Yellow pages under powder coating for someone local or use a specialist car type company and courier it to them, Triple-S have been recommended recently www.triple-s.co.uk
