you might want to play with tyre pressures to balance/enhance handling. Although I don't see what it's got to do with the circuit. It's a bit like saying, "spring rates may be altered if you wish..."
Run the tyres at whatever pressure you see fit, provided it's within the (tyre) manufactureres operating pressure for the tyre, I don't see any legal problems? Unless there is an issue with pressures not specified by the car MFG?

Received my japfest tickets today c/w track time ticket
on the rules sheet it mentions that "tyre pressure may be increased by 12 psi if you wish (there is no facilities at castle combe)"
would there be any reason you would wish to do this and why???
