Rears locking with Godspeed 308mm front brakes

Title says is all really. Under heavy heavy braking, the rears tend to lock first which isn't really ideal! Does anyone know if there's a proportioning valve and if so, how it works? Can you buy adjustable valves?

If its doing that something is wrong , if they are fitted tight the rears should never lock first , Give me a ring on 01656 660899 and I will see if I can help
