Only if they are asymmtric, usually they have the direction marked on them on the side wall to the rotation.
On 'V' pattern these run the same direction but on some 'block' type patterns they will be opposite as you describe but again it is solely down to the type of tyre.

Even Asymmetric tyres are not mirror images. The same tyres are used left or right. This makes the tread orientation different on each side, which I have always thought a bit odd...
