New age 17 inch wrx's run 215/45/17 and classics run 215/40/17, though you don't say what car you have? Running either of the above the other way around will put the speedo out (and rub on the classic)

Yes, you will under read which is permitted but it will add more miles to your car as it will be xx% out, not allowed to exceed 10% under reading though.
Over reading (ie 30mph showing but actual 33mph) is illegal.

With the above sizes, assuming your speedo was 100% correct in the first place, when your speedo reads 60 you will be travelling at 57.9mph.

With regards to handling, the slightly smaller profile will make the ride a little harsher and it may feel more direct and less wallowy in bends with the sidewalls being 10.8mm smaller.

No, they should be fine. You say they're new so shouldn't have any damage. You don't say what make though, and there are some rubbish tyres for sale out there.

Excellent tyre. And yes, an indicated 60 would be an actual 58.
