Arch liner strip catching

Arch liner strip catching
When i hit a big dip in the road and the car tries to bottom out, i get a short noise from the NSR wheel arch....... sounds like a "vvvip".
On closer inspection, the lining that goes round the lip of the wheelarch has come away slightly and i think my tyre is rubbing against this when my suspension is compressed. I do not have one of these strips on the OSR arch, and no noise.
I'm not sure if the arch liner (?) has come off because the tyre has been catching it, or if it's catching because it has come away but it leads me to a couple of questions:
What is the purpose (and proper name) of the arch liner strip thing?
Do i need them (if not i'll probably just pull it off the NSR and see if the noise stops)?
If this doesn't stop the noise, will i need to roll my rear arches to get some extra clearance.
It's a 98 uk wagon btw, and my tyres are 215/45 R17, although i have no idea what the offset is on the rims.
