Handbrake sticking on

Since we had the cold weather on the weekend, the handbrake seems to be sticking on my blob wrx.
I originally thought it had frozen stuck as it was -11c when i went out Saturday morning but it still seems to be sticking on now the temperature has risen. It does release if you stand on the brakes with a hard stop but then seems to stick back on after a couple of seconds after you take your foot off the brake.
Anyone have any thoughts? cold the cold weather have frozen my handbrake cable and i've stretched it when ive driven it?

the foot brake has no impact on the h/brake mechanism (which works on shoes inside the "drum" part of the disc), sounds more likely you have a sticking pad/caliper that needs checked out...........
